Kasuka Simwinji Mutukwa (PhD)

Dr. Kasuka Simwinji Mutukwa has enjoyed a distinguished 40-year career in institution building and policy development at both regional and national levels.

His journey began as an academic, followed by roles as a diplomat, UN official, Member of Parliament, and CEO of two major regional organisations in Eastern and Southern Africa.

From 1999 to 2009, he served as the First Secretary-General of the SADC Parliamentary Forum, following his tenure as MP for Nalolo (1996–1999), where he chaired the Economy and Education Portfolio Committees. Earlier, he was Director-General of the Eastern and Southern African Management Institute (ESAMI), a premier management school serving 18 countries.

His earlier roles include Chief of Environmental Education and Training at UNEP (1981–1985) and Zambia’s Deputy Permanent Representative to the UN in New York (1977–1981). At the University of Zambia, he was Head of the Department of Political and Administrative Studies.

At just 25, he was appointed to Zambia’s first Constitution Review Commission (The Chona Commission). Dr. Mutukwa holds four university degrees in Political Science with a focus on International Relations.

He is also an accomplished author on political, economic, and international affairs, with articles published in scholarly works worldwide.
